The Chairman of the Verkhovna Rada of Ukraine V. Lytvyn believes that he question of complement of the deputy corpus is topical today. He claimed this in his interview to ‘Rada’ TV Channel, answering the questions of viewers.
V. Lytvyn believes that, while amending the Constitution and in the process of work on the new version of the Fundamental Law, which is underway now, “it would be necessary to look into the issue of downsizing the deputy corpus.” “We need, at least, to put down the formula that the number of people’s deputies shall be determined by the population size. If it decreases, and in the twenty years it has shrunk from 52 to 46, then, it would be necessary to rightsize the deputy corpus respectively,” he said.
V. Lytvyn noted that sometimes, if we look at what is going on in the session room, “we could say that the deputy corpus is unnecessary and everything would be aright; such conclusion just springs to mind.”
He drew attention to the fact that the number of people’s deputies does not depend on population size in many countries: some countries with less population have larger deputy corpus. “The question lies in quality of this deputy corpus and in its work,” stressed the Head of the Parliament.
V. Lytvyn reminded that this problem is not new. In 2000 a referendum on deputy immunity, number of people’s deputies, and the possibility to terminate their powers early was held. “It is quite obvious that the results of the referendum preserve their topicality and require implementation,” emphasized the Head of the Parliament.
